Yes that’s the vent, and you need to uncap it, it’s hard to say why your siphon doesn't restart on its own without seeing the whole thing. However the U at the top of the tank should have a check valve on the back part of the u, at the top of the u above the part going down into the sump. This check valve lets the out air that builds up in the system and keeps new air from coming in.

here is the problem you will have, if your siphon doesn’t start up by itself, when the power goes out the siphon breaks. When the power returns the pump starts pumping water into the tank but no water leaves the tank, so all the extra water that the tank can’t hold go on the floor. Trust me this that is not fun, you might read through the diy overflow page again, I would hate to see something happen to that awsome tank.
 
I don't mean to argue. Im sure you know what your talking about, but when I uncap it the siphon breaks.

To start the siphon I cap the output to the sump and pour water into the vent. Then I cap the vent and uncap the output. The siphon starts and doesn't stop until I uncap the vent. I'm thinking that I am doing something wrong but it works anyway.

Also, I have all the equipment on a swich that turns off and won't restart in the event of a power outage. Therefore when the power goes out nothing starts back up. Water flows into the sump until the siphon is broken by the water level in the tank. the pump won't start up again until I do it, so nothing will go wrong. I will just have no filtration for a while.

It's kind of interesting that I havn't had a power outage in the however many months I've had the tank, but about an hour ago the power went off for a split second. As I planned the whole tank shut down. I'm at home so I just started it back up, no problem.
