thats what alot of ppl do...**** i've done it a few times but i stop because my 9 yr old likes them so they are in his 20gl breeding like its no tomorrow...hrp,reg blk cons,and two marble cons.

so..people freak out and rage at people for keeping a fish every one likes in to small of a tank..where it will kill its mate by beating it to death?....
why would you want a tank where you get to watch a fish beat another one to death just to make feeders?....really this is ok with most people??
just because they can live and breed in a 10g does not mean its anywhere near healthy for them.
I tend to think the better care you take of your feeders the better health your fish you feed them will be in.

Yes, that is perfectly okay with some people. Everybody has their own personal preferences as to how to keep fish, and as it's not illegal people can do whatever with their fish.
I am one of these people, yes it's not perfect for the fish, yes they may be stunted but whatever. Doesn't affect me.
