yea the best bet would be to drain it. they do sell two part epoxy for underwater repair but i dont know about the fish safety factor. the paint definately helps. but if your buying sweetwater, try their gelcoat. it would be more rigid. and if you want more strength use fiberglass w/ the sweetwater epoxy. just coat it well with several layers of the paint.
