HRP's are similar to Convicts in almost every way except being smaller, bluer, and less aggressive.

so what one would be better

I have zero experience with cutteri. But I love my little HRP's. I've got five, four males and a female. They bred once and had fry, but the fry got eaten. I've got them in with an L14 pleco.

sweet, so do the cutteri's really get yellow with the black bars and the blue eyes

Mine seem to stay in breeding dress most of the time (I do have a pair) and are almost completely black and white...

If you do get a pair look out as they can be aggressive as hell. Mine killed 3 fish larger than the male the first time they spawned.

i thought the HRP were black and white

I'd do Cutteris...... I know a HRP isn't quite like a Convict but I'm not a fan of Convicts at all. HRP's do look neat with the blue but it's still too similar! Cutteris have a better display of colors!
