Would you assume that 3" hole on the center bottom was for draining the tank? Thought it was odd. It also leaked until I screwed the bulkhead nut tighter. Do they make a tool for that? I used an oil filter wrench.

Aquarium bulkheads are typically made from ABS plastic. Using a wrench or any other tool to tighten them up is not recommended. It puts stress on the plastic threads and, in time, and depending how tight you went, the threads can fail and you will start to get leakage.

The secret to success with bulkheads is to hand tighten and let the gasket do the work. If you have absolutely no plans to ever remove the bulkhead you could also use silicon to be doubly sure, but using silicon on a bulkhead is pretty much a last resort.
