Ammonia solution is never 100%, its more like 9.5% but then as suggested above. You will need about 3ml per 100litres of water at this solution to cycle for maximum stocking.
dude forget all that , buy the NEW bio spira , it doesnt need to be refigerated , and its cheaper. Instantly cycle the tank , then toss your fish in there.
It will not cycle a tank on its own. Your supposed to add it at the same time as the fish. It's been re-branded here in Uk and now called Tetra Safe Start.
If you have another heathy tank set up you can take a cup or two of gravel out of that tank and put it in your new tank. that will help speed up the cycling process,you could also take your filter sponge and squeez it out in your new tank. Both options will add bentifical bactieria to your tank.
