Sorry, do you have a test kit for levels? You should either be adding pure ammonia(noooo additives or other chemicals) or having some cheap fish in there to help cycle the tank. The quick start contains beneficial bacteria like an established tank (or filters) however they feed off of the waste products from fish, so if you aren't adding any and there aren't any fish, they will die off.
Test the levels, but if you have a working cycle you should be able to start adding fish (slowly) and maintain 0 ammonia, 0 nitrite and see nitrAtes start to build up between water changes.
