I agree with the above but I also must inform you that there is, to my knowledge, no such thing as a freshwater moray eel. They are simply morays that need to be acclimated to brackish and then full marine as they mature. Just a warning. I like your other fish though.

i used 50 on my 220 with a couple cycled sponges from an ac 70.

Fishless cycle with ammonia is best imo. I'm on day 21, my NH3 is finally is nearing 0ppm and my NO2− is 0.25ppm. I'd say by Sunday I'll be putting in my fish.

depending on the situation.. if your just upgradeing the tank or not.. I usually take the old filter off and add it to the new tank with the fish... let it run on the new tank a few weeks so the new filter is seeded well.. and remove the old filter back to the other tank.
