Good looking orino!
If I was you guys I would try silversides before i tried anything else.
Maybe get him hammering some feeders if that doesnt work.
Drop one feeder in at a time. After 2 or 3 drop in a silverside.
That's one thing I'm worries about is these guys are on live and the tank I planned in putting it in the other orino eats only pellets. I don't want to Introduce live to my other orino. I hope this new guy learns fast!

A 40 gal is fine for a QT tank. I bought a couple azuls in '11 from the most reputable vendor I know, he said they were all treated with prazipro and metronidazole. One of the azuls died from gill flukes and I had already put it in a large tank, so I had to dose the entire tank for a couple weeks to make sure the bugs were all dead and the rest of the fish were fine. Big hassle and those meds aren't cheap. You can use that QT period to train it to eat what you want as well. I would suggest trying what gangster stated. My azuls were 7" when they came in and only eating live at the time. They are on pellets now. Also see if it will eat bloodworms, I find the bloodworm/pellet mix the easiest way to pellet train.
I also got one of these bass and it looks great. Needs to fatten up and settle in, but I see lots of potential already for a good looking fish. My qt tanks are down for the time being so I acclimated right into my 1000g display tank with the others and it seems to be doing well. Hasn't taken an interest in any of the shiners I threw in there, but it's still very early. Everyone in the tank is playing nice with the new guy/girl and it's even shown a bit of attitude towards some CA's in the tank. It needs to fill out quite a bit before I even think about getting it off of live though.
