i believe there are breeding them....watch the series with somone who speaks thai and let me know what they say

Yes they are breeding them (or attempting to). The building with the huge Dat statue thing in the video is also featured in an article in one of my Jap Mags entitled "Datnioides Breeding guide" I wonder if this is the source of the sporadic appearances of the baby Chao Phraya's ive been seeing here. Would they still be considered from Chao Phraya if they were captive bred but there parents were caught in that region?

I believe the Thai export prohibition on Chao Phraya pulchers only applies to wild caught specimens. Thus, if you were able to breed them in captivity, which I have not seen documented, I would suspect that the offspring would be exempt. (What does your magazine say about the success of breeding attempts?) Alternatively, the simpler explanation is that they were smuggled in contravention of Thai law.

I havent been able to translate the majority of the text so im not quite sure, but from what i could get out of it, it seems as though the article is aimed at breeding in home aquaria??? seems a little far fetched so im thinking i got lost in the translation a little. im trying to get the rest of the article translated from a coworker when i go back to work in a few weeks.
