Just drill the tank. It's easy enough just look up how to online. The bean animal overflow system is the best way to go in my opinion. Sumps are your best option. Hang on overflow boxes aren't. You might as well go with a canister at that point. Good luck.

to control the flow to your like get ball valve or gate valve, PVC ball valve is atleast half the price than gate valve
 
Op- for your drip plate, just make sure the holes are large and often enough for the water to pass thru. You'll have no prob w 2400gph. I'm sure if you look at some of choppers threads on here, you'll find a formula for flow rate although I think it is fairly simple
