i just got back from the local chili's here
I got seated around 12:25 and we got our appetizer dish at around 1:15 and our main dishes probably 5-10 min after that
it wasn't even busy. I didn't get why the food took so long
the two waitresses didn't even try to get to know me, or make me laugh. what the hell??

Right on Sumo lol! I don't really care if the staff doesn't care to get to know me or make laugh, matter of fact I usually take the attitude quit fishing for a big tip. But nothing more annoying than crappy service when it's not even busy, I would have left the same tip
It usually takes at least 20 mins to prepare a dish, unless you want microwave food. With the temperature today, it's hard to put a smile on anyone's face, forget about on someone else face bro. I just had a 30-minutes drive and there was a dozen of manic driver on the 60
I was being sarcastic about the smiles. I don't really care how personable or inpersonable a waiter/waitress is. as long as they aren't obviously rude. It was really really hot today, you aren't lying about that
but it did take about 50 min to get my appetizer to me. I thought that was way too long. they weren't busy even though it was lunch hour and no one explained why it took so long. this couple next to us was seated after me and my wife and they got their food like 15 min before we got ours
