There are allot of variables here that are not addressed, the condition of your fish and his subsequent corpse. See if the fins are nipped then odds are your dat did stress/kill the arrow. If the fins are perfect and all that is missing from the body is eyes and stomach with no other damage to the body then no dat. 3" arrows are very young and sensitive, yeah shame on them for basically selling you arrow fry, but you should have perhaps researched the animal enough to know that a 3 inch arrow is a bit of a gamble. As you don't have many posts you don't have a Rapport with this community so we have to ask what where your water parameters, what was the tank size, what is your filtration, what was the tank temp.
Fish stores have all gotten away from refunds since most people get supplies online now and just walk in and get fish they can't guarantee fish (unless they told you that you have a 2 day guarantee or something) They are going for higher margins on what people still come in for. As such you need to look for disease and on high value purchases such as that arrow ask to see it eat. Don't discount quarantine when dealing with smaller fish either, its worth the money setting up a QT in a closet or basement for those first couple weeks. If you sincerely believe that the fish died because of illness/neglect from the fish store, your Dat might well be sick now.
