what a bout lining the wood on the inside with plexyglass and siliconing that to the glass? the wood could act as a strong brace on the back of 1/4 inch plexy and you would not have to worry about treating the wood.
If you live in an apartment I wouldn't build anything 2 crazy! You will be liable for damage if it "cleans" your neighbors apartment, get a couple 55's or something until you get a house, then GO NUTS!
I'm considering constructiong a tank for a Redtail catfish. I currently live in an apartment that I plan on staying there for at least the next 2 years. The tank I plan on building will be at least 48" wide so its not like I would be able to move it out as a whole.

no because if you still had the catfish you may not have a place to put it if it gets big.
