is there any current in the bottem of the tank? that can cause the fins to pull up, I would just keep an eye on him do regular water changes and just make sure he is eating

It isn't the current. He exhibited this behavior everywhere in the tank. I would move him, but I don't want to add stress.

I turned the filters off and observed him; current is not causing this.

There comes a point when you have done what you can do.

1). Make sure your water quality is in line
2). Offer lots of food; in this case live blackworms would be best
3). Eliminate stressors; other fish, turn off the lights, etc.
4). Turn the heat up to 85 degrees
5). Add some salt
6). Relax

I have had more sleepless nights in the past 12 years than I care to talk about because of rays. I did not learn this lesson soon enough. You can make yourself crazy if you are not careful.

The poor guy could be damaged from poor water quality in the past. You have not had him long enough to cause any harm. Do like colin said and if he snaps out of it then be happy. If that is early sign of death curl then there is nothing you can do but hope for the best.

Is he eating and if so what kind of food?

I don't know. Both rays are doing it, now! I raised the water temperature to 86F and added salt, turned the lights off... Could it have been medications? I don't think it was the PraziPro. I treaded them with FlukeTabs, but I've added carbon and changed the water several times since then. Could it be that I took the membrane off of my RO system? I age the water 24 hours, and the additive is chlorine.

If anyone knows anything, please help us out!
