Yes, it's stunted. Note the large eyes and football shape.
 
hope I can help a little, but I see one problem from the start. discus are a very social fish so only one is not a good idea. it seems that it is stunted but that does'nt mean it won't be a beautiful fish. bare bottom is best but sand would be better than gravel as it's easier to see and clean the waste. discus will get used to the lighting but I cut my lights by having floating plants (frogbit, mini lilies, or brazillion pennyworth). they also suck up the nutrients. I have no algae in my tank. most say beefheart to grow fast. I don't use it as it really fouls the water. feed a variety of foods. I feed my fish prime reef flakes or sera's granules in the morn. Mals freeze dried blackworms in afternoon and frozen brine or bloodworms for the last meal. don't worry about slime. the most important thing is lots of water changes and keep temp at least 85-86. you can dial it down after they grow some.
 
So now you have a discus tank. What to do now? Get yourself a good buffer, get the water under 7.0 ph. This isn't necessary but you will have better results by matching thier natural environment. Get the temp of the tank, HIGH! the higher the better with juv, less risk of disease. I have my juv tank up to 88. This may seem high to a lot of people, but i have had enough experience with infections and more that i don't risk it any more.
Invest in a good food. I highly recommend Inland Empires super beef heart flake food!! its amazing, since using this food, i have had zero problems! Find it on AQUABID.com search for superbeef heart
Last, if you want him to be really beautiful, buy 5 more the same size, NO BIGGER. and get them from a reliable source. not a website, not a sketchy LFS.
I speak from a lot of wasted time and money!
 
I went back to the store and returned him. I'm not ready for discus right not. It was one of those impulse buys that you regret. Plus the fact that he was stunted was the last nail in the coffin.
