its PINE not Oak, i sanded it so long, i stained it 3 times too, and it still like that, if i know i would rather not sanded it
 
You have to do each layer and let it dry for 30'' then redo it again and again. Then next day do the last layer.
 
youll need much longer than 2 hours on each stain coat, i know its hard but try to be patient, you should leave no less than 7hours per coat depending on how thick each coat is.

the trick is to leave the whole stand in the sun for an hour to let it sun bleach the wood then apply your first coat then pretty much leave it till dusk then either apply your second coat or wait till the following morning and repeat the above process once more, and so on and so on...

works a treat, only took me about 4 tank stands to build and stain to figure out the best curing method for the stains!
