I found all this rock, I think it’s shale, on old railroad tracks. I guess the railroad was using it as fill. Anyway.. if I go get more, could I glue it all together against the back wall of my tank for a diy 3d background?

Clean them off, and if you put it up so it can’t fall down I would assume so. If you attach it to some kind of board…maybe eggcrate, that would be good. I’m not sure if eggcrate is good in water long term.
Tank glass? Add egg crate to bottom for the time being while testing the adhesive you used so it doesnt smash the bottom if theres no substance thick enough to cushion the fall
Shale from the railroad tracks, I'd soak the rocks in a bucket for a day to see if any oily weirdness seeps out. Likely wont, and then get to crafting.
