Aggregate fine and coarse just add water.(sand)

There was definatly to much sand in the mix.

Thinking about trying to mix it with rock salt.

any knowledge of risk i can't find much info.

As long as you cure it long enough it should be fine. When you cure it in water, it will jack up the pH to about 12 or so. Keep it in a bucket and change the water every day for 4-6 weeks. Then, let it sit in fresh water for 3 days and test the pH. If it doesn't get any higher than 8, you should be in good shape.

Concrete is not the same as cement.

Most cement these days is portland cement.....whereas concrete is a mix of this cement and some substance such as sand or gravel or both, to give it body.

Usually when we buy cement, we intend to mix it into concrete ourselves. Buying the premixed concrete is just a convenience for small jobs around the house.

You don't want this for making your own concrete for the live rocks. You want cement. Your mix probably had only a third or a quarter of the desired amount of actual cement in it.
