No need to dry it out, oak is not toxic for fish.

I've read that somewhere else as well but i still thought the branch had to be dried out before putting it in the tank ... and do i have to soak it? And for how long?? Sorry so many questions but I haven't been able to find much information on diy driftwood

I never dry Mine out but if you wanna be 101% safe you might want to
Soak until it sinks or if you can't wait tie it to a Rock or something to hold it down.

If it sinks it is certainly not dry. Why not bake it in the oven at a low temperature?

Yes it probably will still float. I have them in a couple of my aquariums and have to use slate or stone to weigh them down.
