DIY Ideas for 10'x4' tank PLYWOOD or cinder block?

You should consider the shape and the space, if your talking 8+ feet in any one direction then you need more then 1 sheet for the bottom of the tank. For 2 sheets your foot print could be 16x4 or 8x8. Both of those would give you same volume however the glass is going to be much different price. During my research I found most people agree the easiest way to seal would be pond armor, however, a much cheaper but much more headache would be 3m Bondo resin and hardner.
Im def. going to use pond armor to seal and I am going with a 10'x4' tank, I will order all the plywood 10' pieces and my stands just need to be cut down to 3' of the ground and re- bolted and bring out two more feet for the width,so the stand is easy. I will get a quote for a 9' viewing glass 3/4 thickness saphire glass. next we have to talk about filtration, which needs to be powerful and I want a drip system. Should I use a 180 gal for the sump, should I place underneath? or to the side?

That would depend on the method of Bio Filtration you plan to employ, baffles with submerged media, a drip tower, or K1 fluidized would take up vastly different amount of space. As for position under or to the side, I would chose under but that is personal preference

Edit: when you say drip system i assumed you are talking for water change and not a drip tower for bio filtration?

yeah just so I don't have to do water changes, not a drip tower. I just want to have a sump with a powerful pump and lots of bio filtration

Ok so you need to decide how you want to get the water in contact with the media. Fludized bed (most people use K1), drip tower, or submerged media and baffles. Are three very common methods. you should look into all three and see which one you want to employ.
 
If you don't mind the cost, I would throw two Ultima IIs on there and be done with it. If you want a sump so you can hide stuff and using for adding meds, peat moss,etc you can go with something like the below post. If you are doing a drip you can get away with a sump that doesnt not need to handle all the overflow during an outage, but youll have to be careful about running the return pump dry.
