DIY outdoor pond. Need help.

With only a 2x tank turnover rate, i think they'll be alright. In most aquariums, its more than that and they manage to swim and function just fine.

Well I'll only have 2 turnover rate with the sump, but I'll have some additional pumps in as well. Probably some Korialas.
 
I still think they'll be fine. It's a large enough footprint to avoid any spots that may be too strong for them (if any).

Do you know of a way to place a drain and return line through the liner?

Do you think 40 gallons of bio would be enough? That is 40 gallons of bio media, not a 40 gallon sump....
 
Skimmer and a Bottom drain are the best way. You can do them DIY out of toilet flanges for a BD and modifying a pool skimmer. A cheap alternative is just a pipe boot if you just want a return.

For 55 gallon drums call the local carwashes. They will let you pick them up for free. Much thicker/stronger than trash cans.

Honestly I would suggest planning the filter system first, and the pond second. The pond is the easy part. If you build the pond first you will get a good sense of accomplishment when its done, but then get very frustrated as the water turns green and fish are not thriving.
