You could use a jar like Danz did and silicone the lid on then silicone the lid to a piece of slate or tile which could be buried in your substrate.

superglue is also waterproof and fish safe. You could superglue the sphere together and just silicon around the outside to increase the waterproofedness (made up word)

this is a really cool idea guys, I always mounted my webcam near the tank never in it, I will try it with my old webcam first..

This guy has radio controled subs and mounted a camera to one of them. There's a video that's pretty cool of his test run.

One thing you may have come across on those linked forums... you may want to not make it a 'permanent' enclosure as many web cams need to be handled directly to focus (I ran into this doing a quick and dirty enclosure).

You can also try building one of these and put the camera from the bottom.
