You could use a jar like Danz did and silicone the lid on then silicone the lid to a piece of slate or tile which could be buried in your substrate.
 
superglue is also waterproof and fish safe. You could superglue the sphere together and just silicon around the outside to increase the waterproofedness (made up word)
 
One thing you may have come across on those linked forums... you may want to not make it a 'permanent' enclosure as many web cams need to be handled directly to focus (I ran into this doing a quick and dirty enclosure).
 
can someone post a link on how to stream the webcam so i can view it online at work and such.

You can also try building one of these and put the camera from the bottom. :)
