I think all places should do it...case inpoint. A local owner of a chinese resteraunt was coming in and buying parakeets and finches...apparently he was getting a collection of birds, not feeding them, and then took all of them to the local bird rescude to try and trade them all for a Macaw. So cause he gave them his name(and they saw the horrible condition of the birds) they came to us at Petsmart and we looked his name up on the pet contracts...so he got in trouble with the law...
