Depends on the damage. My Jag, when it was little, got it's tail fin completely bitten almost the the base by my Pearl Gourami. It got bigger, killed the Gourami and the other Jag I bought it with, and grew back it's tail fin. I had a betta that was badly beaten up by the same Gourami. The tail fin never healed.
I have a pleco in a african cichlid tank and his fins get torn up or chewed up occasionally and they always grow back in a couple days. But like other people say it all depends on how extensive the damage is.
it does depend.. one of my africans lost his tail in a battle and it never grew back and that was like two years ago but stubby is doing great and he still trys to start fights except with the fish who owns his tail
