Do Flowerhorns grow at a slow rate?

An inch a month is average for a flowerhorn. By a year they should be pushing 11 inches plus... If it isn't a shortbody variant.

Yes just to add a little more females grow slower and max out sometimes at 10" the first year or so. I have a bonsai female about a year old and she's 4-5" but a oval shape she's as wide as she is as tall
