Do fresh water tanks with cichlids need full spectrum lights

No they do not. In the wild they actually aren't even exposed to much light and would prefer a dim tank.
Agreed^ they do not need a light. Lights are primarily for us so we can watch the fish. Having said that, physiologically they do require a day night cycle so normal room with a window type lighting would be fine.
