It's a better idea to check your kh and gh insteading of zeroing in on pH. pH is mainly just a vague indicator, the only way to know the 'real' hardness/softness of your water is to test kh/gh. Just a thought.
 
Oh I know its a temp hardness over a permanent hardness.

Thats what I was saying. The city here injects minierals etc into the waters. So the water comes out the pipes at 8.4PH but once aired the water has a permanent PH of 7.6PH.

What I am saying is If the water comes out at 8.4PH and is buffered to 8.4PH the water on arrival will also be the new settling point.

If you get what I mean.

So shellies are the way forward.
Now I haven't had a chance to look up Shellies but I have been told about Shell Dwelling Cichlids.

Anyone know of these?

They are the same. Shellies is just another way of saying shell dwelling cichlids. I suggest multies. They are the smallest cichlids, and in my opinion, the most active amongst shell dwellers. They basically need the same parameters as all tanganyika cichlids except that they demand shells. Put as much shells as you can in their tank. Do not make the substrate deep either because they will just dig and dig.
 
Shellies would be your best bet
