So i was using my extra air pump in the pond and one of the air stones and tubes came detached and is now at the bottom of the pond. That was the air pump i was using when the top 40 had the ranchus in it but now the ranchus are in the bottom 40 and the electric blues are in the top one. I have an aquaclear 70 and it is filled up so it is not making much noise. Do i need an air pump?

Probably not. For the ranchus or the Dempsey's/ acaras? If for the goldfish i would recommend it as they need highly oxygenated water

You never need an air pump if you don't over stock your tank, good water flow and temp not above 80F+

They are ahli electric blues also known as electric blue haps. They are in the top tank. I know the ranchus need the air pump. They do not have an air pump now.

I add air pumps to my tanks to be safe.

Normally as long as there is enough surface agitation they say there will be oxygen exchange happening in the tank...

But if there is no agitation at the surface, then maybe adding an air pump can give you some assurance if you are worried about your fishies...

What do you mean by agitation? The tank is filled up so it ts quiet and it does not sound like a waterfall, but the water is still visibly moving when it comes out of the filter. The tank is filled up right to the filter output.

As long as the flow is breaking through the surface of the water a fair bit, it should help oxygenate the water...

If its only creating say very small ripples, then you may need an oxygen pump to help allow more oxygen to enter the water...
