Do I need to change Biological Media?

No, it doesn't. And pH buffers are not necesary for FW.
 
what do you mean..? it won't take in chlorine or the water conditioners?
 
The "conditioners" will neutralize the things they need to immediately/upon contact.

I just rinse it lightly in dechlored water when needed.

As for the links you posted,,, you do not have to replace the ceramic ring things, or any of the plastic balls,, however if you get the black balls that hold the carbon,, you will need to replace the carbon that is inside the balls..

Also when rinsing bio media, it's best to put a little aquarium water in a bucket and rinse it in there. If you use tap water, the chlorine can kill the bacteria on it.

Also,,, do not rely on the carbon in a filter to remove the chlorine from a water change. It will have already burnt the fishes gills & killed of a good portion of the bacteria. Add dechlorinator to the water before & during the re-fill.
