Just looks like it was taken with a low resolution camera. It's over saturated, but I don't think it's altered.

Yep, the curves or color balance was altered.

thats a tough question.....if its digital in a sense all pics are altered

they are altered because the camera has various control settings when the picture is taken and they are altered by each printer or monitor as each has different color balance

and finally all pics should be run thru photoshop just to make them look better
