do you walk your cat?

We have a 21 pound cat named Big Boy and he loves to be outside. In our old house we had a backyard, and he would sit on the back porch "supervising" the dogs while they played. He never tried to escape. But when the front door opened, he would slip out and sit in the bushes or walk next door into theirs. Now at our apartment, we don't have a yard, so he is allowed on our back porch only while we are out. When we brought home a foster cat, he got mad and jumped the fence. I spend about 20 minutes looking for him. Then I found him under the last car nearest the street. Needless to say, we only do supervised outings. Though we are working on him riding in a shopping cart.
