Put a length of pvc pipe that goes from just above the water to the bottom and drop pieces in. That way they'll drop directly to the bottom without your arow following them down. That should help.

Once they get used to it you can point it wherever you want and the fish will learn to go up to the end for food.

You can also try feeding directly with tongs, or hands if your fish aren't scared of them.

I have the same issue with my marblecat being a pig, and his whiskers are so long and he can sense food almost anywhere in the tank. Being a catfish though I just feed him big pieces of cheap fish filet then feed the other fish so he don't take all the expensive shrimp.
