Is your water soft? What's the GH? JD's come from areas with hard water. If your water is soft, then you need to add more minerals. Having water that is too soft will stress out fish that come from hard water areas, leading to HITH.

My local water board has my water listed as moderately soft with 34.6 mg/l calcium. Not sure on GH but their website converts it to 0.14 german degrees.

You need to increase the GH first before treating with medication as this could very well fix the HITH issue. Increase it to at least 9 German degrees (160ppm CaCo3), and get a liquid test kit. You will need calcium carbonate dissolved in water to raise it.
