does tap water kill benifical bacteria

when starting a new tank with new filters and everything i put in a used bio wheel and used filter cartrige to introduce good bacteria but i did not add dechloronater will the chemicals in untreated tap water be strong enogh to kill my good bacteria?
 
Yes, the chlorine in the water can kill it. I would dechlor asap, otherwise you'll lose a lot of the bacteria.
 
It's probably already lost, or most of it is anyway that I wouldn't add any fish. When I moved to a place with city water I forgot to add declor one day, it was really bad. Oscar got HITH, water was cloudy, ammonia and nitrites high...I never forget to add it BEFORE adding any water anymore.

Why? I've seen them live in much worse conditions.

Yea your biofilter is dead.I woulnt add any fishthe chlorine level in drinking water not likely to kill an oscar outright bu wont do him any good either.
dechlor then add fish and then biofilter material
