UPDATE:
ok the elec bill droped 40 buxs. but she still wont let me use a heater. i told her i can use it at night but put a glass sheet on top of the tank to trap heat during the day, but i dont know if she will let me..... i told her i will pay extra.. grandad will let me he even told her to let me but she said im not gunna get what i what all the time, said that we dont use a heater so why should the fish. i told her where the fish is from the temp rarely goes lower then 78 degrees. she just tells me to shut up...

I would say screw it and stop paying your part of the bills.

yea shes letting me use the heater, at night tho. so anyway i can trapp heat in there during the day? already have glasstop to go over the tank but any other way?

Other than covering all open spaces at the top, not much you can do.

well its a start. and yes ill use tape to block all the extra spot to help trap heat in.

I would strongly recommend filling that tank as much as you can. As stated before your canister filter motor is working extra hard to lift the water up and out of the tank when the water level is that low.

Also, your current stock could use as much water volume as you can give them
