For NON-EBAY purchases, there's only full recourse for items not recieved. If an item is "not as advertised" (dead fish, wrong fish), full discourse is not guranteed and will require you to ship back the item at your expense. I'm sure purchases through ebay have much better protection.
BANK (WaMu,Chase):
Full recourse for item not received, or item not as advertised. I have been through the bank process on a couple occasions.
