They are out there.. I believe I've read all the dovii in Oz are from just a few pairs and due to all the in breeding never get real big. I may be wrong tho.
I'm pretty sure they don't get to 24 alot because people usually keep them in too small of a tank with not enough wc's.
My old male was in a 210 at around 18" overall. I had him in a 300 briefly, but thought thought he needed bigger long term. I gave him to a restaurant owner here who is a fish nut that put him in a 340. He had a huge growth spurt and was around 22" at this point. The guy couldn't keep him in the restaurant no longer because he would go nuts when customers walked by. I lost track of the guy, but I last I heard measured 26" and is in a 400g.
In the 210 he was going nuts. You couldn't get within 2' of it without him splashing water everywhere. He settled down a little in the 300, but I just personally thought he needed more. This all took around 5 yrs.
Bare scraping by minimum would be a 240 while a 300 wide (30"wide) being the best minimum option from my experience.
I think the australian stock have plenty of genetic potential. The tank sizes down here on average are alot smaller your average dovii would live its days in a 180. Look at green terras jag australian stock and absolute monster.

Nice work, i'd still hunt something 3 feet wide if you can get it much more room for turning leaves more stocking options later on too if the dovii doesnt pan out.
