I believe dragon gobies aren’t a freshwater fish so that alone should make the answer no.
I could be wrong about them not being freshwater but I don’t believe so.

Well they are both baby’s so the live in freshwater as baby’s and grow up into brackish water

The flowerhorn is a pure freshwater fish. I’m not going to pretend like I know what will happen if you put a flowerhorn into brackish but I don’t think it will be good for the flowerhorn.

I’d pass as the fh will be too aggressive towards the goby.
