pH is fine, nitrite could be 0 but .5 isn't terrible, a water change should fix that up fine.
My only guess - and mind you this is a guess without seeing them - is that the cat is too active for the goby in a tank that size. They are a little more shy about eating than silver tips who are pretty voracious.
Try to get some food right by his head and hopefully he'll take it. If not, wait a few days, at some point he'll realize he'll have to eat or starve.
