My other question is this - I believe that there is a gap between the inner and outer wall of the tank - how would I fit a bulk head on that? Just two? One on the inside one on the outside with a piece of piping in the middle?

It should just be a single fiberglass wall - which tanks are you looking at. One thing you may need to do is smooth down the backside of the fiberglass where the bulkhead will be. Most fiberglass construction is pretty rough on the reverse side so, to be sure that the bulkhead seats well, you may want to take a sander or grinder to the area where the bulkhead nut will tighten prior to drilling.
Also, you will want to drill from the inside out, as the hole saw often breaks out little chunks as it comes out the back. As lunker65 said, pressing a board against the backside while you drill will minimize this.
I really like fiberglass tanks, I have a 4x4x2 that I can pick up and carry by myself (just barely), but it is rugged as can be. What size tanks are you looking at?
