I'm not sure if this holds true everywhere but my in laws just went to geothermal heating and I believe if you go down far enough the temperature is 55 degrees. That's in Ohio though. I can tell you my tap water is cold in the winter.

You could possibly setup a barrel or container of some sorts to hold your water change water and then set up your drip system from that container. Then you could put a small power head and the extra 300 watt heater in the spare container.
I personally will be using a 55 gallon plastic drum because they are all over Craigslist here for $10-15.
You could then set up an auto top off system on the barrel so it stays full.
I know it's not ideal to have to setup such a complicated system to achieve this but I think that it will work the best for you. Either that, or you can just double or triple your heating in the system to keep up with the cold water that is being introduced.

Marine tanks routinely set up advanced ATO systems like that. It's expensive, but necessary, so they do it. Check out the Tunze Osmolator.
