When I set up the drip system for my 450 gallon tank do I have to treat the water with prime to get rid of the chlorine or does it dilute itself because it's being added dripped in?

You need to treat beforehand, and you need to make sure you do not have chloramines.

How can you treat it if the water is coming from a sink and water heater?

Make or buy an inline carbon filter

I think you should look into a carbon block filter that is made to remove chloramine. And you should also buy a test kit that detects the presence of chloramine and chlorine in water.

Its easy go to lowes or homedepot and get the water filter stuff cost me $45 for 2 which is enough but I had a third at home already and I hooked all three together stage 1 is a 5 micron sediment filter, stage 2 is straight up carbon, stage 3 is a coconut fiber carbon filter picked up from a local grow store. Tests indicate no chlorine or chloramines after filtration there is before it I don't know at what level though the test cost $20 and didn't care about before hand only after. I don't drink water out if the tap if I can avoid it, but you can smell the chlorine in the water out of the tap.
