Here are some more closer photos of the issue that I am talking about. If anyone could help me that would be greatly appreciated. The Puffer is eating fine, colors are good, and is interactive. The point is that the behavior has not changed at all, just the appearance.

I would try adding a couple tea spoon of salt..buffer even fresh water ones..appreciate some salt..just a suggestion..fights diease and heals cuts and abrasion and could cause color change

Ok thanks I will do that, do you think that this is Cancer or a tumor in this fish?
That i dont know..but when fish change color temporary that normal stress..mating..new tank..how long has color been different?
 
The color of the fish has not changed at all, the behavior is normal. It’s just this chin that grew under his mouth that grew.
 
Im sorry got confused with another post..is he aggressive against rocks and glass..could be hematoma..salt will help..cancer i dont think so..water retention if he banging against stuff

Buffer fish scientist study they have neurotoxin that make cure cancer in human..i just research..buffer not going get cancer..he got a bump..if does not heal..drain it with diabetic needle..he be fine
 
Ok thanks and yeah he does swim against the glass a lot, I will try the salt to see if that will change the behavior. I appreciate your help.
