No, there are several dwarf pikes that look similiar. The way to tell the differance is with the males. The first few dorsal fin rays will be seperated and extended, much like a male ram's or apisto cauc's would be. Hard to see but here:
As for african tankmates, I don't know. I've only kept them with americans. The first time was with larger fish and they hid like 95% of the time. This more recent time, I've kept them with fish the same size or smaller and see them out a lot.
A male fryeri might get large enough to eat a noto. They are not big nor thick fish. An 8" preditory fish could easily swollow one tail first or head first. Plus these are blackwater fish. While I have successfully kept them in bad conditions for them (pH 6.7, hardness dH 3), they deffinately prefer waters that more closely resemble their natural habitat. They are found next to heckel discus to give you an idea of where they are from.
