dyi fake rock formations

Looking for some tips. I want a big Rock formation in my tank for shelter ant swim trough for my cichlids. I know you can use cement and sand to sculpt rocks but my fear is its going to be to heavy. I know you can seal foam after its carved but what type of foam and what type of sealer and paint? Are their any other ways?
 
I would like to do something similar but substituting branches and roots for rocks.

Most polystyrene will work fine. Even just the insulation kind "blue/pink" foam found at lowes and home depot. I personally use hot glue to attach pieces but there are other more caulk esque products that I've seen used. For hardening I use a non toxic, unsanded tile grout. There are a few that can be found via Google search. After grouting, I use acrylic paints. Some people call it finished after painting but I like to add a thin coat of clear pond shield over everything for a seal, protection, and extra strength.

Thanks. Never thought of grout. Dad's interior design (the new term for for ring salesman do to they will design your intire home or business even thought they only sell flooring). I can get anything flooring for cheep lol. So will the added weight of the grout and sealer and paint be enough to submerge it or should I grab some ceramic tile to use as a base?
 
My idea is to make it look like stacked slate so foam border would work perfectly. Make it one piece at a time and glue it together gout it then seal it.
