It will try to float on ya so I'd definitely go with a base. You can hollow out, grout, and seal some areas inside to relieve floating but a base is the best way to counteract it. Cement needs the long cure to kill off anything that might leech into your water due to its' chemical makeup. With a non toxic grout I'd say you'd be alright waiting 4 to 7 days until painting (all chemical reactions will need some form of cure time). I know it's obvious but just make sure the grout you get is stated as non toxic and has no msds tied to its' chemical makeup.

A salvaged 100 gallon Hdpe 3/8" thick storage tank. Cut up, and drilled for Texas holey rock.
I roughed up the surface so algae will grow on it. Hot glue gunned plastic bottles on it for caves.
Melted stainless steel bolts into the plastic for negative buoyancy.
Provides a huge amount of cover. I have multiple males and females, mbuna cichilds, plenty of excape routes. When the dominant fish acts up.
The mbuna spend a good part of the day just grazing algae.

I started sculpting the foamboard. My dad found urathane grout for pools, hottubs, and used in resturants. He said that by law they have to use grout like this because it wont hold germs and bactiria and wont leach chemicals. Non toxic and wont leach or breakdown from water.

Has anyone used any kind of paint on their backgrounds? Are any paints safe for fish? Thx
 
I like to use pink styrofoam coated with pond shield, painted and then another top coat of pond shield. Ready for the aquarium 12 hrs after top coat dries. I like to soak for 1 week before fish. Check out my forum. I have a cideo on pg 7 or so of my discus tank.
