OK so for the last few weeks we have noticed that frank my RTC has been swimming and acting kinda funny then this morning i woke up to find his eyes are completely clouded over and his slime coat is peeling is there anything we can do for him.

When one has no guesses at all, one should start with water tests: ammonia, nitrite, nitrate, pH, and temp. If all are fine and large everyday water changes are not having an effect, then a fish check-up and possibly medicating can be considered. Certainly, no food while it is sick.
+1. It would be easier to help if we knew your water parameters so we can rule some things out. What have you done to treat so far?
