I've always heard that when a party ditches the check, the waiter/ waitress has to cover it. Doesn't seem fair either.

Ive heard that too. That’s why I was so upset.

Two people walk into a,restaurant for a meal.One of them walks out and doesn't return.Is the person who remains legally responsible for covering the entire bill? If so,why?
If the remaining person didn't consume the other person's food then how is that person responsible for paying for it?

You'd need to know the law in the area. I suspect it would vary hugely from country to country, city/state/county, etc.
Here it's a civil matter, not criminal. I think legally here "The party" is responsible for paying the bill, so if only one member of the party is available then by default they're responsible for the bill.

I'd expect in practice they're a pretty good chance though the restaurant would let the remaining person in your example just pay their own portion.

IMO I would say yes the person left at the table should be responsible for the bill if the other person skips out. Is it fair? Might not be totally fair in 100% of the cases but in the broder spectrum I feel it is.

Just like as the cops will tell you when you are the driver of a car then you are basically responsible for the actions of the people you let into your car. Same thing with this situation IMO because I am responsible for the type of people I associate with. So if someone I am patronizing a business with does that then I would not expect the business to just say oh well and take a loss. If they did then it would be open season for people to do that all the time. So I say yes, the person left at the table should be responsible. And they should also choose the people they associate with better lol
