this platinum (leucistic) condition can happen in all 7 species of gars, similar to albino, xanthic (yellow), melanistic (black) etc. and this can happen in other fish as well, bichirs, aros to name a few.

so its just some are born that way and there very rare. are there some like that in every time they lay eggs. i mean how rare. is there anyway u could increase chances. prob not huh

pretty much....i don't know how often this condition appears every time they breed. its a genetic condition so maybe its possible to increase chances by breeding two platinum parents, or even just one platinum and one normal (disclaimer: im no biologist so this is just my general understanding, but thats probably at least partially true seeing how there are more platinum senegal bichirs than before, but still rare). actually other animals can show these color morphs too.

I just found out that most of the alligator gars in the pet trade are born and raised in Southeast Asia.

Which is why that platinum gar is currently in Thailand.

That is not a fraud. Infact, the same seller is advertising the same fish on several internet venues.
